STATUS
of the premium "Sampo" of the Head of the Government of the Republic
of Karelia to the figures of the literature and art for achievements
in the field of professional skills

1. The premium "Sampo" of the Head of the Government of the Republic of Karelia (hereinafter the premium) is awarded on alternate years on the basis of the decision of the commission on award of the premium.
2. The premium is awarded to the members and activists of the creative unions for the most important achievements of the arts in the sphere of literature, art, theatre and music, for the special contribution to development of culture and art of the Republic of Karelia.
3. Promotion of nominees on competition of the premium can be carried out by boards of the creative unions, bodies of the government and local self-administration, enterprises, institutions and organizations irrespective of their departmental belonging and patterns of ownership.
4. Individual persons, and also author's and creative collectives can be put forward on competition of the premium "Sampo". Inclusion in the number of competitors of persons by the principle of administrative, advisory or organizational participation is not supposed.
5. The number of the competitors put forward on the premium "Sampo" is not limited. No more than two premiums are awarded to the members of one creative union simultaneously. The total number of premiums can be no more than five.
6. The list of competitors can be published in republican and city mass media.
7. In the commission on award of the premium "Sampo" the following documents go:
   • representation with the indication of the full name of the work, the surname, the name, the patronymic (under the passport), the pseudonym of the author, date and place of the publication (performance) of the works, the common appreciation of product motivating its promotion on competition of the premium;
   • collective decision of the organization on representation of the given work to rewarding by the premium;
   • brief summary of the work;
   • information, certificates, other documents confirming appearance of the work, date and place of its publication (performance);
   • reviews, other materials testifying to social recognition of the work.

   Documents go to the commission in one copy and are assured by the seal of the submitting organization.

8. The following materials should arrive in the commission together with the listed documents:
   • in the field of the literature
     - works of art, translations;
   • in the field of the fine arts
     - originals or copies of works, reproductions, photos, catalogues, prospectuses;
   • in the field of musical art
     - audiocassettes, compact discs or laser disks;
   • in the field of a theatrical art
     - audio- or videocassettes with record of works, performances, posters, an illustrative material, photos, programmes.
9. The commission accepts documents from January, 1 till March, 1 of the current year. The works put forward on the competition should be published (publicly performed, shown) till December, 31 of the previous year.
10. Documents and materials on competition of the premium should be sent to the address: 185620, Petrozavodsk, Lenin square, 2, the Ministry of Culture of the Republic of Karelia.
11. Documents and materials submitted in the commission do not come back (except for originals) and are not reviewed.
12. Decision on award of the premium is accepted at the session of the commission by the simple majority of voices by ballot. Session of the commission is considered competent if not less than 2/3 its members have taken part in it.
13. Members of the commission are obliged to familiarize with all documents submitted in the commission and materials beforehand.
14. Premium is entrusted in the solemn conditions by the Head of the Government of the Republic of Karelia or by his assistants.
